Please note that there is no separate "Special Town Meeting" warrant. Articles 1-7 deal with current (FY2013) fiscal year expenses and are labled as such at the beginning of this warrant. There was no legal requirement for the past tradition of a separate Special Town Meeting for these current and past fiscal year articles. This change will eliminate the awkwardness of convening the Annual Town Meeting, only to immediately adjourn in order to convene a separate Special Town Meeting.

Assessors' Office data-quality review
Board of Assessors
Beginning May 20, 2013, the Pepperell Assessors' Office will be conducting a data-quality review of its records for approximately 5% of the properties in town. The Massachusetts Department of Revenue requires that the Town regularly inventory every property as part of the assessment evaluation process and periodically conduct studies to determine the quality of our data. This process includes an on-site review and description of the interior and exterior of all buildings. The Assessors' Office will be focusing on properties that were chosen at random throughout the town. If your property has been randomly selected, you will receive a letter from the Assessor's Office.
Inspections will generally occur Monday-Thursday from 8:00 AM – 4:30 PM and Friday 8:00 AM – 12:00 PM or by appointment outside of these hours. More information will be contained in the letter you receive. Your cooperation in assisting the Assessors' Office in this process is very much appreciated.

Economic Development Survey Results
Economic Development Advisory Committee
The Pepperell Economic Development Advisory Committee conducted a survey in conjunction with the Annual Town Census mailing. Approximately 1200 responses from 4600 distributed surveys and nearly 500 residents took the time to include written comments. 158 responders asked to be placed on a list of possible community and civic volunteers.
The Committee wishes to thank all respondents for their participation and for their insights into making Pepperell a better community.

Property Tax Work-off program
available for Veterans
The Town of Pepperell is offering, through the Board of Selectmen, a Property Tax Work-off Program that will assist veterans with their tax bills and secondly, the work will increase involvement for veterans in municipal government. You must be a veteran, own & occupy property that taxes have been paid, for a minimum of five years. Only one abatement/application allowed per household and there are financial guidelines. $35,000 earned income single and $50,000 married.
Applications are available at the Selectmen's Office, Town Hall, One Main Street. Deadline for applications is February 28th. For further information call 978-433-0333 or email selectmen@town.pepperell.ma.us.

Protecting Our Drinking Water
Pepperell Water Division
The Pepperell Water Division recently posted Drinking Water Protection Signs in the neighborhoods that abut the town's water supplies. These signs are part of our Consumer Outreach Program to alert residents within or near our Aquifer Protection Districts that our Groundwater is vulnerable to contaminants.
To maintain a safe water supply, we all need to do our part in protecting it. What we do with or on our land directly affects the quality of our drinking water. There are a number of ways in which all of us can help reduce the possibility of contamination of our water supply.
Protecting Water Quality: What You Can Do..
Examples:
Household Hazardous Waste:
Participate in Household Hazardous Waste Collection Days for used oil, antifreeze, paints and other chemical disposal. Avoid applying hazardous or toxic materials to lawns or other areas of your property. Many of these products move down through the soil and can contaminate groundwater.
Septic Systems:
Never dispose of household hazardous waste to your septic system. Prevent failed septic systems by locating system components, maintaining and inspection your system regularly.
Underground and Aboveground Storage Tanks:
Upgrade fuel oil tanks to include proper containment and safety measures. Consult with the Fire Department before making changes, as any changes must comply with plumbing, building and fire codes. Also, catch costly leaks by inspecting fuel lines and keeping a fuel log.
Car Care:
Check your car for oil leaks and repair leaks quickly. Dispose of waste oil properly, never in drains or on the ground. Recycle oil at a car center or hazardous waste center. When washing your car, direct the rinse water towards an unpaved area and away from storm drains.
Lawn Care and Landscaping:
Apply pesticides and fertilizers minimally and properly.
Pet Waste:
Practice proper pet waste disposal, picking up after your pet and preferably flushing waste or disposing of waste in the garbage.

Mandatory Odd/Even Water Ban
Pepperell Water Division
In compliance with the Town of Pepperell Water Rules and Regulations (pg. 12/no. 36); Effective May 1st through October 31st, outdoor watering of any kind is restricted to even numbered days of the month for homes with even address and odd numbered days for homes with an odd numbered address.
This MANDATORY ODD/EVEN BAN is strongly encouraged by MassDEP, and should be effective enough so as to make a full mandatory outside water ban unnecessary except under extreme circumstances. All water customers are strongly encouraged to comply with this odd/even ban to help avoid more extreme measures of water conservation. Should conditions require, this conservation measure will be upgraded to a full outside water ban as declared by the Board of Public Works. Violations of the full ban may result in fines at that time.
2010 Regional Traffic Study
Northern Middlesex Council of Governments
The Northern Middlesex Council of Goverments 2010 Traffic Volume Data Report is an update to the previous traffic count book completed in 2009, and has been prepared in accordance with the Northern Middlesex Council of Governments (NMCOG) continuing traffic counting program. This report is based on traffic counts collected in the Northern Middlesex region between 1999 and 2010. The 2010 program involved the systematic collection of data utilizing automatic traffic recorders in the region's nine member communities: Billerica, Chelmsford, Dracut, Dunstable, Lowell, Pepperell, Tewksbury, Tyngsborough, and Westford. The traffic counting season typically extends from April through November during which time over one hundred (100) counts are collected annually.

New Street Numbering Bylaw
Pepperell Planning Board & Emergency Responders
Beginning in July 2010 town officials will be inspecting all dwellings and businesses in the Town to insure compliance with the Street Numbering Bylaw (Chapter 152, Article II of the Code of the Town of Pepperell). Any address without clearly visible and accurate street numbering displayed will be issued a 1st Offense Written Warning. (Subsequent offenses after the initial Written Warning will be subject to fines ranging from $25 - $50.) Town officials completing this task will be from the Police Department, Fire Department, Communications Department, Assessors Office, Planning Department, and Inspections Department. They may be in official town vehicles or private vehicles. All will have valid photo identification.

Mercury Recovery Program
Pepperell DPW and Board of Health
As of May 2008, it is illegal to dispose of products containing mercury in the trash, either through the use of the Town's Transfer Station or private collection services. The most common items in which mercury is found are fluorescent light bulbs, thermostats, thermometers, and button-cell batteries.
The DPW and the Board of Health together are implementing a plan to keep mercury out of the environment by providing a way to properly recycle these products. You can recycle (at no charge) fluorescent bulbs at the Transfer Station if you have a use sticker or at Lorden's True Value Hardware on Main Street. Thermostats, thermometers, and button-cell batteries can be recycled at no charge at either the Transfer Station or the Board of Health Office behind Town Hall. For a limited time, if you recycle a mercury thermometer, you can receive a free digital thermometer. If you have larger quantities of mercury that needs disposal, contact the Board of Health and arrangements can be made. Do your part to comply with this new law but more importantly to protect the environment.
